To the Higgins Family:
My deepest condolences in the passing of Peter. I worked with Peter early in my career, when I was part of the Inland Waters Directorate, and later as a member of his Policy Branch. He was a Gentleman, in the true sense of the word; composed and thoughtful in his approach to issues. Always respectful in dealing with people. And above all, a wise man. Many accomplishments under his solid leadership and a pragmatic person in achieving positive environmental outcomes.

I will always fondly remember Peter. He hired me after a 45 minute chat in early 1971 while he was assembling the Water Pollution Control Directorate. On a broader perspective, he was one of the leaders who built Environmental Protection Service from the bottom up. He had a great way of dealing with people, and a practical way of dealing with issues. Everyone had confidence in him.

I worked with Peter at Environment Canada. I recall every encounter as positive. He was one of those people who made you feel better while we worked on important environmental issues. He was an exemplary person. My condolences to his family and to all of those who had the pleasure to know him.

To Ida and family, please accept my deepest sympathy on Peter’s untimely passing. He was a leader in the field of environmental protection for many years. It was a privilege to work for him and learn from him. He was a great mentor! We shared many ‘interesting’ experiences together which sometimes meant that your phone would ring at 10pm to discuss follow up to a PCB fire or an errant pulp mill discharge. My belated apologies for those late calls!
He was a wonderful human being and will be greatly missed.

My thoughts and prayers are with you. I too am one of the very lucky people who had the opportunity to work with Peter at Environment Canada in the 1990's. His scientific understanding, interpersonal skills and leadership in moving forward several ground breaking approaches to environmental protection related to the development of natural resources has indeed made Canada, and by example, other places around the globe, healthier and more sustainable. Dear Ida and family:
We were saddened to hear of Peter's passing. Like Peter, I also worked for Public Health Engineering and Environment Canada and saw first hand his many accomplishments. I admired him very much for what he was able to achieve. Marg and I always enjoyed our chats, usually after church at Trinity on Sundays. We will miss him.

Dear Ida, Ben, Geoff and Matt,
Peter (and your Dad), has been a close friend and a big part of our lives for sixty-three years. He has been a University classmate, a fraternity brother, a roommate at survey camp, an attendant at our wedding, a neighbour in Kanata (Beaverbrook), and a respected colleague at Environment Canada for almost thirty years.
We will miss him dearly and our thoughts and prayers are with you all.
